County building department, city building department
Jefferson County's Building Department reviews plans and enforces the county's codes, and the county has adopted the 2018 International Residential Code (Jefferson County Building Department). Its FAQ lists garages, additions and other permanent structures as needing a permit. It doesn't mention re-roofs, so we call the department to confirm for your address.
Inside Jefferson City, the city's own Building Department issues permits and does the inspections (City of Jefferson City). Dandridge and White Pine are towns of their own, so a roof there may answer to the town first.
What Jefferson County roofs face
TVA built Douglas Dam at a record pace, from February 1942 to February 1943, and its lake floods about a 40-mile stretch of the French Broad (Wikipedia). Most of downtown Dandridge sits below the lake's high-water line behind a stone levee (Wikipedia). On the north side, Cherokee Lake touches the county along the Holston (Wikipedia).
Lake homes on both shores face open water, and wind works on their ridges and rakes year round. Dandridge bills itself as the second-oldest town in Tennessee, so its historic blocks hold some of the oldest roofs in the region, with original decking under whatever went on last.
Out toward the I-81 and I-40 junction, recent subdivisions have single-layer roofs going through their first round of storm repairs.

Getting to you
I-40 and I-81 meet in the county, US-25E runs north through White Pine toward Morristown, and US-11E links Jefferson City with Knoxville. Lake homes at the end of long peninsula roads on Douglas Lake are our far end, so we bundle those visits with other stops on that shore.
A text with photos from the yard is the quickest way to start. Active leaks are different: call (865) 830-8126, 24 hours a day.

Common questions
My Dandridge house is in the old downtown. Anything special?
Older houses there often still have their original decking and chimneys, and a historic building may need a look from the town before work starts. We check both before pricing and plan the tear-off so the old wood gets inspected before anything covers it.
Do lake homes on Douglas Lake need a different roof?
They need the right fastening more than a different product: a shingle rated for high wind, the maker's high-wind nailing pattern, and sealed starter rows at the rakes. Metal is a strong option where the budget allows.
Which areas do you cover?
All of East Tennessee. We work across Knox, Blount, Loudon, Anderson, Roane, Sevier, Jefferson, Hamblen, Grainger, Union, Monroe and Cocke counties, from Knoxville and Farragut out to Maryville, Sevierville, Oak Ridge, Lenoir City and Morristown. Not sure we reach you? Text your address to (865) 830-8126 and you'll get a straight answer.
Do you tear off the old roof or go over it?
We tear it off. Going over an old roof hides rotted decking, adds weight and can shorten the life of the new shingles. In Knoxville city limits, an overlay skips the permit only if the first layer is intact. Tear-off costs a little more and shows you what's under there.
