The river town
The railroad bridge at Loudon was one of eight bridges Union guerillas set out to burn in November 1861, and it was too well guarded to touch (Wikipedia). The streets near the river and the courthouse still carry brick storefronts with flat roofs behind parapets, plus frame houses with steep, plain gables.
A parapet roof drains to a scupper or a drain, and one blocked outlet lets rain sit across the whole deck. The city's website lists a historic preservation board, so on a downtown building we check whether it has a say before we pick materials.

Tellico Lake homes
After the dam, much of the land around Tellico Lake was sold to developers for golf communities such as Tellico Village and Rarity Bay (Wikipedia). Those houses came after 1979, which puts plenty of them on their second roof or close to needing one. They tend to be big and cut up, with several hips, valleys and dormers, and many sit under an HOA that reviews colors.
Big valleys on a lake house collect leaves and pine needles. A clear valley drains. A packed one pushes water sideways under the shingles, and the stain shows up inside a room away from the valley itself.
Wind on the water
Between Tellico Lake to the south and the Tennessee on the edge of town, a lot of Loudon houses look out over open water, and storms coming up the valley cross it at full speed. The first shingles to lift are on the windward rakes and along the ridge. If yours face the water, a high-wind shingle and the full nailing pattern matter more than the color.

Two codes offices, one town name
Inside city limits, the City of Loudon's codes enforcement office issues building permits and looks after construction (City of Loudon). The city enforces the 2021 International Residential Code (City of Loudon building codes). The state fire marshal's codes section reviews only large buildings, like schools and big apartment blocks, never a house.
Outside the city, even with a Loudon mailing address, the county's Planning and Codes Enforcement Office handles it (Loudon County). We sort out which office covers your address before you get a price.
Common questions
My mail says Loudon but I'm out by the lake. Which office covers me?
Probably the county. The city office covers addresses inside Loudon city limits, and a lot of lake homes sit outside them. We check the parcel and call the right office before pricing the job.
Does my Tellico Lake HOA need to see the shingle first?
Most lake communities review roof color and material before work starts. The form usually asks for the manufacturer, the line and the color name, plus a sample photo. We supply all of it and hold the material order until the answer comes back in writing.
Will my HOA have a say in my roof?
In a lot of Knoxville-area subdivisions, yes. Many covenants set rules on shingle color and sometimes material, and the HOA wants its review form signed off before work starts. We'll fill in the manufacturer, line and color for the form, and material gets ordered only after the HOA says yes in writing.
Do you tear off the old roof or go over it?
We tear it off. Going over an old roof hides rotted decking, adds weight and can shorten the life of the new shingles. In Knoxville city limits, an overlay skips the permit only if the first layer is intact. Tear-off costs a little more and shows you what's under there.
